Roll Call – Councilor Graney, McNabb, Brower and Mayor Quill – Present.  Councilor Smith, Absent.

Staff – Mark Palesh, City Manager, Debra McCormick, City Clerk, John Rossi, Corporation Counsel, Mike Hammon Fire Chief, Karen Green, Human Resource Director, Jenny Haines, Planning Director, Jerry DelFavero, Public Works Director, Lisa Green, Comptroller.

Pledge of Allegiance to the Flag – All stood for the pledge.

Moment of Silent Prayer or Reflection – Mayor Quill asked for a moment of silence.

PUBLIC HEARING - Mayor Quill opened the public hearing regarding the City Manger’s proposed 2008-09 City Budget.  No one came forward to speak.  Mayor Quill announced the Public Hearing would be open through out the meeting in the event someone would like to speak on the budget.

Presentations and Proclamations  

The City Clerk read a proclamation from Mayor Quill in to the record.  This proclamation will be presented by Councilor McNabb on behalf of the Mayor to the 299th Engineer Combat Battalion” at the D-Day ceremony held at Veteran’s Park this week.    

Rhonda Zhan, CSW-R, Cayuga Counseling Services spoke to Council about the Child Advocacy Center Initiative that Cayuga Counseling has begun a capital campaign to build in Auburn.  Ray Bizzari, Executive Director of CCS joined Ms. Zahn and answered questions.  

David Newert – City of Auburn Fire Fighter and Cayuga County American Red Cross
Spokesperson for National CPR/AED Week – Mr. Newert reported to council on the
importance of an Automated External Defibrillator (AED) and the value of having trained
people available when an emergency occurs.

Public Announcements - None

Presentation of Petition and Communications  - The City Clerk read.

Ordinances – First Read

Ordinance #8 of 2008 authorizing amendment to the Code of the City of Auburn Chapter 242, Section 83 Article VII entitled Sewer Service Charges.  – The City Clerk read.

Local Law  - None

Work Session
Budget –FY 2008-09 – City Council and the City Manager briefly discussed how to proceed with any amendments Council would have to the proposed budget.  The City Manager asked that these be submitted by next week’s meeting or sooner.

Hearing no requests to be heard by the public, Mayor Quill closed the public hearing.

Other Business

Award Resolution #55 of 2008 authorizing award of bid for a 2008 Caterpillar Landfill Compactor to Milton Caterpillar of Batavia, New York, in the amount of $537,158.00 plus $50,000 for warranty package to be charged to Account #EL 8162.250.FJ.  Vote:  Councilor Graney, McNabb, Brower, Mayor Quill, aye.  Councilor Smith, absent.  CARRIED

Agreement Resolution #59 of 2008 authorizing the Mayor to enter into an Agreement with Saratoga Associates, of Saratoga Springs, New York for professional services to prepare the Comprehensive Plan for an amount not to exceed $116,000, said funds available from the Stardust Foundation and Planning Services Account #A8020.440. Vote:  Councilor Graney, McNabb, Brower, Mayor Quill, aye.  Councilor Smith, absent.  CARRIED

Council Resolution #60 of 2008 designating a portion of Genesee Street in the City of Auburn, County of Cayuga and State of New York as the “299th Engineer Combat Battalion Memorial Highway”. Vote:  Councilor Graney, McNabb, Brower, Mayor Quill, aye.  Councilor Smith, absent.  CARRIED
